    Regarding Operation Mincemeat – they set “Bill” afloat off the coast of Spain – he was picked up by the Spanish who were neutral during WWII but had close ties to Nazi intelligence.
    Sicily was the intended target of the invasion, with the dupe being as you mentioned, but Bill never was to Italy.
